If delivery status is not good recited and no wt is created then even if you delete ID for IDN, system will create ID by its own as PPF action standard functionality of sap will create ID for IDN, if ID is not created or deleted.
if you wana to create manual del for IDN then you can go to IDN click on activate it will create ID for IDN.
