well, you have to make up your mind 
You either want stringent FEFO (and then the storage type sequence does not matter) or FEFO (and then you have a storage type sequence). OK, I accept in the case of quants with the same GR date, you might wish for it, yes, it would be nice to have that as well, but for that you need a BADI.
