Hello,
Check the configuration for TO Split. If you want single to with multiple line items, you have to disable the TO Split functionality.
Logistic Execution -> Warehouse Management->Activities->Transfers->Processing Performance Data / TO Split->Define Profiles
Logistic Execution -> Warehouse Management->Activities->Transfers->Processing Performance Data / TO Split->Control for Performance Data Processing / Define TO Split->Performance Data Control
